HOUSEKEEPING The meeting was called to order by the Council Chair, Salli Vargis (Georgia Perimeter College) at 1:05 PM. Also present (clockwise around the table) were Louis Meng (Kennesaw State University), Tom Howard (Armstrong Atlantic State University), Paul Rodell (Georgia Southern University), Tom Dolan (Columbus State University), Wei Liu (Georgia Gwinnett College), Tom Preston (Gainesville State College), Flor Bondal (Georgia College), David Starling (԰), D. K. Kim (Dalton State College), Wilson Huang (԰), Tracie Provost (Middle Georgia College), Su Senapati (Abraham Baldwin Agricultural College), Eric Kendrick (Georgia Perimeter College), and in chairs away from the table, Baogang Guo (Dalton State University), and Ravindra Malik (Albany State University). 2. REVIEW OF MINUTES & APPROVAL. The minutes of the previous meeting, on January 22, 2010, were reviewed and approved. 3. FINANCIAL UPDATE. Eric Kendrick reported that Councils agency account, totals $15,032.55, following disbursement of $1000 to support two student assistants at $500 each to carry out administrative work for the China General Studies Program this past summer. The China General Studies Program matched these funds and each student received $1000. One student was from Dalton State College and the other from ԰. 4. ELECTION OF VICE CHAIR. David Starling volunteered to take this position and his offer was accepted by acclamation. 5. SCIE UPDATE. The System Committee on International Education met this morning at 10 oclock in the same building. The SCIE will be issuing its own minutes, but Salli Vargis reviewed a few points. Linda Noble, the Board of Regents contact person for international matters, reported that there is no chance of getting BOR funding for international programs this year. The meeting heard a report from the SCIE Ad Hoc Committee on USG International Education Strategy. Because of the termination of several BOR funding programs, everything is being pushed down to the campus level. Internationalization in general, and Asia-related programs in particular, such as study abroad, will have to come from strategies and targets adopted at that level. Greater involvement with the Georgia Consortium for International Studies, which is independently chartered and not a creature of the BOR, is suggested. 6. COMMUNICATION: Eric Kendrick is continuing to work on matters involving listserv, the Councils website, and focus groups. 7. STUDY ABROAD UPDATES 1) Tracy Harrington is the new chair of the SCIEs Study Abroad Committee. A major reorganization and strengthening of activity is expected. 2) David Starlings intensive language program in Japan went well. He will run this program again next year, with a focus on Japanese religion. 3) Wilson Huang reported that the China General Studies program was a success, and will be repeated next year. He had brochures for the 2011 program, scheduled for May 9 to June 7. He is also interested in developing a study abroad to Taiwan and Hong Kong with a criminal justice focus. 4) Louis Meng reported that the China Language program was very successful, and some students are interested in going back. The 21 students spent four weeks at Shanghai International University for four weeks and then spent a week in Beijing. He wants to run next years program from the middle of May to late June to make it easier to get student tutors; local students were too busy with exams this year. It was pointed out that this would upset the established pattern of having the China General Studies program first and the China Language program immediately following. There was extended but inconclusive discussion of possible changes of scheduling of the China programs. As far as 2011 is concerned we will run the programs as already advertised, and consider possible changes for 2012 later. 5) D. K. Kim is proposing a study-abroad program at Dongguk International Summer School in Seoul for two weeks in July of 2012. The sponsoring institution would probably be Dalton State College. He passed around copies of a brochure from the school and a tentative budget for the program based on 18 students and 3 teachers. Members of the council said that 2 teachers would probably be more realistic. After discussion it was moved and seconded that the Asia Council should support this idea in general, pending submission of more detailed plans. David Starling said he was gong to Korea in December and could help facilitate arrangements. 8. ASIAN STUDIES CERTIFICATE. Eric Kendrick reported that all arrangements had been completed. The final piece was the wording and layout of the certificate document itself. He passed around copies of a brochure for the program, which he said could be altered and tailored to individual campus requirements. 9. 2011 FACULTY DEVELOPMENT SEMINAR. As he explained via e-mail to members of the Council during the summer, Mike Staman has withdrawn his proposal for a 2011 FDS to Hong Kong. He has decided to start winding down his activities at Macon State College in preparation for retirement and that these would include the Hong Kong trip. There is no alternative proposal, and the disappearance of chancellors awards would make the success of any such proposal unlikely anyway. For the foreseeable future, overseas FDIs will have to find some alternative source of funding, perhaps the Fulbright program. Salli Vargis and Paul Rodell are interested in domestic faculty development seminars as an alternative. The idea is a set of presentations that would attract professors who have to teach courses like Civ I and Civ II and feel deficient in their knowledge of Asia. Sally and Paul will work out some of the details and present them at the Councils next meeting. 10. ASIA-RELATED EVENTS. Eric Kendrick reported on the Atlanta Asian Film Festival in October. Information on the programs is at  HYPERLINK "http://www.atlaff.org" www.atlaff.org Tom Dolan reported on a Model UN Korean Six-Party Talks simulation at Columbus State in spring semester 2010, and handed out copies of a collection of student papers that came out of this event. He also mentioned a program for US professors to teach for year in North Korea. 11. NEXT MEETING DATE. The next meeting is expected to be in January, but the exact date depends on coordination with the SCIE and other USG committees and councils, and will be announced later The meeting was adjourned at 2:45.
